The Shenzhen Pingshan Comprehensive Bonded Zone (SZPSCBZ) is located in the northeastern part of Shenzhen. It is an upgraded development from the former Shenzhen Export Processing Zone (SZEPZ) and is situated in the western section of Shenzhen’s original Large Industrial Zone. The bonded zone covers a fenced area of approximately 1.9 square kilometers.
Approved by the State Council on May 24, 2020, and officially supervised by Shenzhen Pingshan Customs, SZEPZ is a special customs-controlled area. It successfully passed joint acceptance by national ministries and commissions on June 23, 2021.
As of the end of 2022, SZEPZ has attracted a wide range of investment projects from countries and regions including the United States, Japan, France, Italy, Canada, Singapore, Hong Kong, Taiwan, and mainland China. Representative companies include WanHui Hardware, Midea, Aoshida, and Kenfa. Key industries represented in the zone include IT, electronics, home appliances, timepieces, hardware, and furniture manufacturing.
Total investment has exceeded USD 1 billion, with land development surpassing 2 million square meters, and projected industrial output expected to exceed RMB 100 billion. The Shenzhen Municipal Government aims to develop SZEPZ into a major hub for export-oriented economic growth.
Strategic Location & Transportation Advantage
SZEPZ benefits from a prime location within Shenzhen’s eastern development corridor, offering excellent connectivity to major logistics hubs:
- 20 minutes to Yantian Port via Pingyan Express Corridor
- 35 minutes to Liantang Port via Eastern Transit Expressway
- 50 minutes to Huanggang Port via Nanping Expressway and Shenzhen-Hai Expressway
- 70 minutes to Shenzhen Bao’an International Airport
- 100 minutes to Hong Kong International Airport
In addition, Pingshan High-Speed Rail Station provides direct access to Hong Kong. Metro Lines 14 and 16 (now operational/planned) further enhance regional connectivity. Together, these links form a comprehensive sea–land–air logistics network.
Future Industrial Expansion Potential
SZEPZ offers strong development potential with:
- 533,000 m² of reserved undeveloped land
- 144,000 m² of planned urban renewal industrial facilities
With a planned floor area ratio (FAR) of 4.0, the zone could add up to 2.7 million m² of new industrial space, equivalent to approximately 2.4 times its current capacity (1.13 million m²). This positions SZEPZ as a future-oriented industrial platform.
Policy Advantages
SZEPZ enjoys highly favorable policies as a national-level customs special supervision zone:
- Preferential tariff policies
- Streamlined and efficient customs clearance
- Simplified administrative procedures
- High level of economic openness
Under the “Inside China, Outside Customs” (境内关外) framework, companies benefit from efficient export tax rebates and flexible bonded operations. The zone supports a wide range of activities, including:
- Bonded processing and manufacturing
- Warehousing and distribution
- Import and export customs clearance
- Returned goods repair and refurbishment
Infrastructure & Services
SZEPZ is fully developed with modern infrastructure:
- Complete underground utilities (water, electricity, telecommunications)
- Supporting facilities such as substations and residential service zones are fully operational
A comprehensive service system is in place, with all relevant departments of Shenzhen Pingshan Customs stationed within the zone. Investors benefit from integrated, parallel-processing government services, ensuring efficiency and responsiveness.
